SCC APPROVES $85.1 MILLION REVENUE INCREASE FOR APPALACHIAN POWER

RICHMOND — The State Corporation Commission (SCC) has approved a total of $85.1 million in revenue increases for Appalachian Power Company in two rate case orders. One case is a review of base rates that, under Virginia law, takes place every two years. The other case was filed under a provision of Virginia law allowing electric utilities to recover environmental expenses.

The original additional revenue increase requested by Appalachian Power in both cases totaled $203.4 million. In the biennial review case, the company also originally asked that $51 million be deferred, with carrying costs, to be collected later from customers. The SCC’s final orders in each case results in a combined total increase of $85.1 million.

For a typical residential customer using 1,000 kilowatt-hours of electricity per month, the monthly bill will increase by approximately $7, from $94.66 to $101.66.

The major components leading to the rate adjustment include:

Allowing recovery of $56.8 million in additional expenses for compliance with state and federal environmental regulations.
Rejecting recovery through a rate adjustment clause of $33.8 million in environmental components of capacity payments the company is already recovering from base rates.
Denying recovery of $23.9 million in workforce transition costs, as these were deemed already recovered.
Implementing depreciation schedules now, a $39 million impact, instead of deferring a greater cost to ratepayers in the future.

Appalachian Power had requested that the new depreciation schedule be deferred for recovery in the future with the company receiving a carrying cost on the amount deferred. The SCC, however, noted that doing so would only increase the cost on Appalachian Power’s customers and put the burden on future ratepayers.

In setting the company’s authorized return on equity for base rates for the review period of 2011 and 2012, the Commission determined that 10.9 percent is “fair and reasonable … within the meaning of the statute.” The 10.9 percent includes a half-percent (50 basis points) incentive that Virginia law awards to the company for meeting certain renewable energy targets. The renewable energy incentive increases the company’s annual revenue by approximately $7.75 million. The company was seeking a combined rate of return on equity of 11.65 percent.

In this the season of thanks, we at Operation Christmas Cheer,Inc. would like to take time to thank those who support us and ourmission. Operation Christmas Cheer hasentered into our fourth season serving children in Botetourt County through apartnership with the Botetourt County Department of Social Services. Overthe past three years we have provided Christmas for 81 children of 39 families. This year we are serving 30 children in 20 families!

In the past we have been able to provide the children with a toy,at least one if not two new outfits, a coat, hat, mittens, blanket, stuffedstocking, box of hard candy and an orange. Additionally we have provided each family with Christmas Dinner and thefixings as well as food staples including flour, sugar, salt, pepper, peanutbutter, jelly, canned fruits, vegetables and meats, rice, beans, spaghetti andsauce, meal helpers and more. All of this is done with 100% volunteerlabor and monetary donations from individuals. The final touch on ourcharity is the delivery method. We throw a Party with Santa for thechildren at which they can get their picture taken (we give them a picture in aframe to take home), sing Christmas Carols and Songs and make crafts. Then the children and their parents take their gifts home to open on ChristmasDay.

We have been blessed to have the donations and volunteers toaccomplish all we do and are beyond grateful! This past year we obtained 501(c)(3)status with the IRS. In addition,Operation Christmas Cheer was nominated for a 2010 and 2011 Roanoke RegionalChamber Small Business Award in the Category of Not-For-Profit Health &Human Services. It truly has been anexciting year at Operation Christmas Cheer!

Again, you makethis all possible. We have ourAngels. Our humble request is that youmake a donation that you or your business can afford. Botetourt County voters tomorrow will determine the direction of the county for a long time to come. Here is information on the election. I spoke with local candidates and here is brief information on them. Some of this information originally appeared in an article I wrote for a print publication. - A. Firebaugh

Botetourt County ConstitutionalOfficers

The retirement of Benton Bolton, Treasurer, and Jay Etzler,Commissioner of Revenue, opened up those two seats for newcomers.

Three people are on the ballot for the office of Treasurer.William P. "Bill" Arney received the nod from the Republicans, whileMichael W. Rock and Lois B. Thurston are running as independents.

Arney, who has lived in Botetourt for 44 years, is amanaging member of a property investment company. He is also a commercial real estate appraiserfor Wampler-Eanes Appraisal Group, LTd. He previously owned a business in thecounty and he has been a financial advisor for Morgan Stanley, where he managedmillions of dollars in assets for his clients.

Rock, a sales administration manager for a largemanufacturer of power transformers, is a lifetime Botetourt resident. He hasover 25 years of business management experience and has volunteered with localfire and rescue organizations. He has also worked with the county's youth as acoach and official at sporting events.

Thurston, who is originally from Alleghany County, has livedin Botetourt for 32 years. She is currently employed as a buyer at BacovaGuild. She has 30 years experience in corporate and financial accounting andhas worked as a collections manager for a large lumber company, where shehandled funds in excess of $200 million annually.

Rodney D. Spickard, a Realtor with RE/MAX All Stars Realtyin Daleville, is running unopposed for the Commisioner of Revenue Seat. Hereceived the Republican nomination earlier this year. "I have performedhundreds of real estate valuations in Botetourt during my real estate careerand one of the main functions of the Commissioner's Office is to maintain thereal estate records," Spickard said. He also cited his experience withconstruction and real estate development as some of his qualifications. The42-year-old has lived in Botetourt all of his life.

Voters also will choose a Commonwealth's Attorney andSheriff, though only current Commonwealth's Attorney Joel R. Branscom andcurrent Sheriff R. N. "Ronnie" Sprinkle are the only names on theballot.

Soil and Water

Jeffrey W. Henderson and F. Preston Wickline III willbe on the ballot for Soil and Water Conservation Director for the MountainCastles District. Voters may choose both or write in someone else.

Botetourt County Board of Supervisors & School Board

Blue Ridge District

In the Blue Ridge District, incumbent Billy W. Martin, theRepublican nominee, will face independent candidate Samuel C. Foster, in therace for Board of Supervisors.

Martin, who is completing his first four-year term as asupervisor, retired from the U. S. Postal Service as the Roanoke post master.He is also an artist with a local following. He is currently chairman of theboard of supervisors and has served on the education committee and numerous others.He has lived in Botetourt County for 31 years.

Foster is retired from Botetourt County Schools, though hecontinues to work there part-time in the budget and policy division. His workwith the school system included implementing and monitoring the BotetourtCounty Schools budget. He continues to run his family's farm. He has lived inBotetourt for the majority of his life.

Also in the Blue Ridge District, D. Scott Swortzel isrunning unopposed for the school board seat.

Valley District

While the Valley District only has one candidate for Boardof Supervisors on the ballot, issues surrounding the incumbent have grabbed thespotlight.

Donald M. "Mac" Scothorn received the Republicannomination earlier this year, and Don Assaid, who had been the Republicancandidate for the last two elections, decided to run as an Independent.However, problems with his petitions led the county's Electoral Board todisqualify him on the grounds he did not have enough signatures. Changes in thedistricts meant that one person who circulated petitions for him lived outsidethe district and his petitions were invalid.

Assaid is now running a write-in campaign in an effort tokeep his seat.

Scothorn is an optometrist with Vistar Eye Center inBotetourt. He has served on the county's Parks and Recreation Board for eightyears. He helped implement Read Mountain baseball and has assisted in procuringamenities around the area. He said his best qualification is his "deepconcern for the individuals in the county" and his ability to work as ateam player. He has lived in Botetourt since 1992.

Assaid has served on the Board of Supervisors for the lasteight years. He is currently a financial professional with AXA Equitable inRoanoke. He said he is a "proven conservative" who believes in lowertaxes and accountability. He also said he has the flexibility required toattend meetings and that his strong financial background lends itself to fiscalresponsibility. He has lived in Botetourt County for 22 years.

Also in the Valley District, Michael W. Beahm is runningunopposed for the school board seat.

Fincastle District

In the Fincastle District, Incumbent Larry B. Ceola willface Independent candidate L. W. "Jack" Leffel, Jr. in the Board ofSupervisors race.

Ceola, who received the nod as the Republican nominee, hasserved on the Board of Supervisors for a year. He took the seat vacated by DonMeredith when he passed away. He is the owner of Cavalier Automotive in thesouthern end of Botetourt County. He also owns a tree farm. He said his experiencein running a business for 34 years has taught him how to deal with people anddaily business operations. He has lived in Botetourt for 36 years.

Leffel, who is a farmer and owner of a hunting preserve, hasserved on the Botetourt County School Board for 12 years. He is currently theSchool Board chair. He has overseen the school board budget and served on thecounty's Blue Way committee as well as the Upper James River Water Trail. Hesaid he knows about leadership and can effectively help the board members getalong. He has lived in the county his entire life.

Also in the Fincastle District, John E. Alderson, Jr., isrunning unopposed for the school board seat.

Virginia State Senate

In the Virginia State Senate race, the county is nowentirely in the 23rd district. It was in the 22nd district. Candidates for thisrace are Republican Stephen D. "Steve" Newman and Democrat Robert W.T. Short, Sr.

Virginia House of Delegates

Voters in the Cloverdale, Blue Ridge,and Coyner Springs precincts are split between the 19th and the 17th districts in the Virginia House of Delegates race. Voters who live inthe 19th district will choose between Republican Jerry R. Johnson, DemocratLewis B. Medlin, Jr., and the incumbent, Independent Lacey E. Putney, whilevoters who live in the 17th district will choose between Republican Chris T.Head and Democrat Freeda L. Cathcart.

RICHMOND – Governor Bob McDonnell today announced that NBG Holding GmbH, an Austrian-based manufacturer of stainless steel tubes with integrated optical fiber, will invest $5 million to establish Fiber Cable Technology (FCTech), its first U.S. subsidiary, in Botetourt County. The project will create 25 new jobs. Average wages for the new jobs will range from $70,000- $80,000.

Speaking about today’s announcement, Governor McDonnell said, “It is great news for the Commonwealth to be selected as the launching pad for NBG Holding’s U.S. business. Virginia is well-positioned to be a long-term partner, as the target markets for NBG are closely aligned with our growth industries that include the aerospace, medical and defense sectors. This project is a testament to the strength of Virginia’s workforce and a demonstration that our pro-business climate is recognized at the global level.”

“I would like to extend a warm welcome to FCTech and NBG Holding,” said Jim Cheng, Virginia Secretary of Commerce and Trade. “FCTech not only brings 25 new employment opportunities, it brings jobs that pay well above the average prevailing wage for Botetourt County. The Administration and the partners involved were determined to bring NBG to Virginia, and we are extremely pleased at the positive outcome of our efforts.”

NBG Holding, headquartered in Gmund, Austria, is the parent company to a number of subsidiaries in the fiber optic space. FCTech will manufacture and market specialty optical fiber for the oil and gas, medical, defense and aerospace markets, as well as specialty optical cables for the oil and gas, defense and energy markets.

The company will build its first U.S. facility at Botetourt Center at Greenfield in Daleville. A $4 billion global market for distributed fiber optic sensors is forecasted to double over the next four years, driven in large part by the continued growth of fiber optic sensing applications. Market segments that will see the most growth are in well oil and gas sensing, homeland security applications, and defense underwater monitoring.

The Virginia Economic Development Partnership worked with Botetourt County and the Roanoke Regional Partnership to secure the project for Virginia. Through its Virginia Jobs Investment Program, the Virginia Department of Business Assistance will provide funding and services to support the company’s recruitment and training activities.
